It’s important that there is a chain where everything is linked up – e.g. if the hydro guys are able to pay for that improvement, it should be made easy for them to get in touch with the farmers, etc etc.

mmm… i thought PES is more ‘giving back to the nature’. For instance, if you want to use clean water commercially, you ought to ‘pay back’ so that clean water will stay sustainably. but if i concluded for your post, then it is quite the same with REDD (except that REDD covers deforestation activities only). isn’t it?
